3. TIETOJEN LÄHTEET JA LUONNE
Taulukot 1-12, 26-28, 30: Työvoimatutkimus, laa- tija Tilastokeskus. Työvoimatutkimus perustuu 15-74-vuotiaasta väestöstä poimittuun otokseen. Otoskoko on neljännesvuodessa 36 000 henkilöä. Otos on jaettu kolmeen 12 000 henkilön kuukausio- tokseen. Tiedot kerätään kuukausittain pääasiassa puhelimitse haastattelemalla. Vuoden 2000 alussa tietojen keräämisessä siirryttiin jatkuvaan tutki- musviikkoon. Aikaisemmin kuukausitiedot kerättiin yhdeltä viikolta, joka oli kuukauden 15. päivän sisäl- tävä viikko. Otoksesta saatavat tiedot suurennetaan vastaamaan perusjoukkoa eli 15-74-vuotiasta väestöä.
Työvoimatutkimuksen tuloksiin liittyy otoksen satunnaisvaihtelusta johtuva virhe. Lukuihin voi sisältyä muitakin virheitä, mm. kadosta johtuvia. Mitä yksityiskohtaisempi tietojen luokitus on, sitä epävarmemmat tiedot ovat.
Taulukot 13-16, 18, 29, 31-33: Työnvälitystilaston tilannekatsaus, laatija työ- ja elinkeinoministeriö. Työttömien työnhakijoiden ja avoimien työpaik- kojen tilasto kerätään työnvälitystoiminnan yhtey- dessä: vuoteen 1980 asti kunkin kuukauden puolivä- lissä sekä vuodesta 1981 alkaen kuukauden viimeisen työpäivän mukaan.
Avoimella työpaikalla tarkoitetaan työnvälityk- selle ilmoitettua työpaikkaa, joka laskentapäivänä on ollut avoinna työ- ja elinkeinotoimistossa. Kaikkia avoimia työpaikkoja ei ilmoiteta työnvälitykselle. Arviolta noin 40–50 % niistä tulee työnvälityksen tietoon.
Työttömäksi työnhakijaksi luetaan ne lasken- tapäivänä työnhakijoina olevat, jotka eivät ole työ- suhteessa eivätkä työllisty päätoimisesti yritystoi- minnassa tai omassa työssään ja joka ei ole päätoimi- nen opiskelija. Työnhakijoina olevat kokoaikaisesti lomautetut lasketaan mukaan työttömien työnhaki- joiden kokonaismäärään.
Vuodesta 1980 alkaen työttömyyseläkkeen saajia ei ole laskettu mukaan työttömiin työnhakijoihin. Tarkemmin työnvälitystilasto peittää ne työttömät, jotka ovat työttömyysturvan piirissä. Muista työttö- mistä osa saattaa jättää ilmoittautumatta työnväli- tykseen.
3. SOURCES AND NATURE OF THE STATISTICS
Tables 1-12, 26-28, 30: Labour Force Survey com- piled by Statistics Finland, basing on a sample of the population aged 15 to 74. The sample numbers 36,000 per quarter and is divided into three monthly samples of 12,000. Data are gathered mainly by tele- phone interviews. Since January 2000, data have been collected for every week of the month, whereas previously they were only collected for the week con- taining 15th day of the month. The gures obtained are increased to correspond to the base group (the population aged 15 to 74).
The results of the Labour Force Survey are sub- ject to an error due to the randomness of the sam- ples. The gures sometimes contain other errors due to non-response, etc. The more detailed a classi ca- tion is, the greater is the risk of error.
Tables 13-16, 18, 29, 31-33. Employment Service Statistics of the Ministry of Economic A airs and Employment. Statistics on vacancies and unem- ployed jobseekers were compiled at the middle of each month upto 1980, and have been compiled at the end of each month (last working day) since 1981.
Vacancies refer to vacancies reported to Employment and Economic Development O ces, which had not yet been lled on the reference dates. It is estimated that only 40 % to 50 % of all vacan- cies in Finland are noti ed to employment services.
Unemployed jobseekers comprises all jobseek- ers who does not have an employment relation- ship, does not work full-time as an entrepreneur or self-employed worker and is not a full-time student. Jobseekers are also considered unemployed if they are fully laid o .
Since 1980 unemployment pensioners have been counted as jobseekers, but not as unemployed per- sons. The Employment Service Statistics relate to persons receiving unemployment compensation, for which they have to register with unemployment ser- vices. Some unemployed persons not receiving such bene ts do not register with employment services.
