 Targeting of jobseeker services and repetitive participants

The aim is to study the targeting of labour market services and activation measures for the various groups of unemployed. The
analysis is based on rich and extensive register data. The considered population covers those, who were unemployed in 2010 or 2013. About a quarter of them ended their unemployment spell transiting into labour market services or measures.
Participation was most common among the uneducated young, and it decreased with rising education level. The ageing unemployed partici- pated less than others, regardless of their level of education. The poorer the employment history, the larger the share of participation. Also among labour market entrants, participation was com- mon. Seemingly, participation increased when the need of services was greater. In addition to participation share, also the structure of vari- ous types of services varied significantly by age, education and labour market history.
Of all who participated in 2010, 58 per cent participated at least twice and 34 per cent at least three times during a follow-up of five years. About half of repetitive participation seemed to be a planned next step along a path towards employment. This kind of targeting seem to have been reasonable. About 10 per cent of repetitive participation was such, where meas- ures targeted for the least employable followed each other.
Targeting and effects of services can be improved. For this, more systematic research is needed on participation of different target groups in various paths of services, and on their impacts for achieving various goals.
