In the report on immigrants and the impacts of labour policy measures diverse and rep- resentative data is used to examine the impacts
of labour policy measures on immigrants with an integration plan prepared at the TE O ce in 2003 or 2008.
Those who besides integration training had also participated in other measures or who had participated in other measures had found employment better than those who had not par- ticipated in any measures. This was the case espe- cially for small groups who had participated in vocational labour market training or received pay subsidy. The recommendation arising from the study is that these measures should be targeted earlier and to larger numbers of immigrants than now.
The study also shows that the overall employ- ment situation may have a greater impact on how immigrants nd employment than in the case of other workforce. ln a good economic situation nding employment after the integration meas- ures was clearly easier than it was for the other workforce after an economic crisis.
