The objective of the survey was to assess the
impact of the employment programme for growth companies and its pilots on the prepa- ration of future growth services, the expansion of the business operations of growth companies through competent workforce and the reduction of unemployment. The pilots have served as a testbed for various service production models with the aim of supporting the business growth, bolstering the provision of competence-based services and the matching of demand and sup- ply. The pilots have also produced new knowl- edge on the development of service content, per- formance-based procurement, the evolution of service markets as well as the outsourcing of services and purchaserprovider collaboration. Based on the experiences gained, the problems in the availability of workforce can be addressed in the long term, including in the future growth ser-
vices. The programme has succeeded in shifting the thinking within the public employment and business services (TE services) towards a gen- uinely more customercentred service culture. Most of the pilots tested the performance-based service procurement. According to the findings, the procurement models and incentive crite- ria related to external service procurement were partially ineffective and require further study. The adoption of changes and preparing for growth services require a further series of pilots and tests on production models and new service contents. The pilots should be based on the learnings from the employment programme for growth companies as well as the models and practices tested in the pilots.
