8.4 Heads of State and their Delegations
Heads of State and members of their delegations, whose arrival and departure details have been announced to the Ministry for Foreign Affairs, are not subject to border checks.
The following persons, their accompanying family members and security personnel as well as their hand luggage are exempt from security checks provided that the airport authority has received a confirmation of the identity and official duty of the person concerned and the operating aviation company has accepted the transport:
• Heads of State
• Members of Royal Houses
• Speakers of Parliament
• Prime Ministers
• Foreign Ministers.
This concerns also other dignitaries of corresponding rank travelling in official duties and all former Finnish presidents.
8.5 Diplomatic Consignments at the Airport
Diplomatic courier consignments (the diplomatic bag) must be sealed and the diplomatic status of the consignment must be clearly visible. Diplomatic courier consignments may contain only documents and articles that are intended for official use of the mission.
If the mission wishes to take a diplomatic consignment straight to the aircraft or collect one, it is advisable to agree on the procedure directly with the operators at the airport.
