9.5 Snow Removal and Street Maintenance
Missions are advised to visit the following web site of the City of Helsinki (Public Works Department) which provides information of the responsibility of street and pavement maintenance between the City and individual properties:
http://hkr.hel.fi (choose English → Maps and Transport →Streets and traffic planning → Street maintenance)
Snow removal and the annual spring cleaning of the public streets can close down streets temporarily. Therefore, missions are kindly asked to check their parking places for possible temporary signs, which indicate the date, time and location of street maintenance work. These temporary signs are valid from the time of their appearance and can lead to towing away of diplomatic vehicle if the vehicle is not moved away for the respective period of time.
In addition to the traffic signs which show the dates of the maintenance works, the Missions can receive information of the maintenance works in advance by sending the following SMS message to the Public Works Department tel. 16130: viestit 00160 Name of Street. The Mission will then receive prior notices (SMS message) of the maintenance works a day before the work (at 4 p.m.). The messages will arrive on a constant basis.
9.6 Driving Licences
Validity of foreign driving licences in Finland
Driving a motor vehicle in Finland is only permitted with a valid driving licence. The Finnish Transport Safety Agency (Trafi) or the Police give advice on the validity of foreign driving licences in Finland.
• A valid driving licence which has been issued in an EU Member State or in Iceland, Liechtenstein or Norway shall, as a rule, entitle the holder to drive a motor vehicle also in Finland during the posting of a member of a mission and family member in Finland (equivalent to the category for which it is indicated to apply). The licence holder must be at least 18 years old and fulfil the health requirements set in Finland for a similar licence.
