Accelerating training and employment routes for immigrants is one of several key priorities in our integration policy. The func- tioning of recognition procedures for diplomas and routes to qualification, as well as relevant guidance and assistance, are essential for immi- grant graduates.
This report aims to assess whether digital channels are a useful means of offering com- munications and guidance, regarding the recog- nition and complementing of foreign qualifica- tions. Also, which aspects of current procedures could be developed. The report dossier consists of surveys conducted among immigrants and employees of guidance services. It also includes individual tests and in-depth interviews.
According to the report, the Finnish National Agency for Education and VALVIRA websites are satisfactory. However, the interviewees also expressed proposals for further development.
The report suggests that a multilingual, easy- to-read website be set up for immigrant grad- uates, with information on the recognition and legalisation of degree diplomas. The report also presents examples from abroad, of such inform- ative websites, discussing the manner in which these websites were compiled.
The report aimed to discuss electronic com- munications. However, the results obtained highlight a need for individual guidance and assistance in addition to electronic services.
The Working Life Barometer reveals that, in 2017, employees’ experiences of the quality of working life were in many respects more posi- tive than in the past few years. Employment and the financial situation in employees’ own work- places are expected to improve further. The esti- mates about changes at work and changes in the meaningfulness of work are more positive than they have been for a long time.
