The members of missions and their family members and private servants, who are required to hold a visa when arriving in Finland, must obtain one prior to leaving for Finland. The application for a visa, together with a verbal note, shall be submitted preferably to a Finnish embassy or consulate abroad. The application may also be submitted to a mission of a Schengen country that represents Finland outside the Schengen area.
The following persons are exempted from giving fingerprints when they apply for a visa to enter into Finland to a post or as a family member:
• holders of a diplomatic passport
• children under 12 years of age
• persons whose fingerprints cannot be taken due to a physical reason
• Heads of State, Heads and members of Government and their accompanying spouses as well as members of their offcial delagations upon an official invitation by the government of the Schengen Area member state or an international organisation in the Schengen Area
