1.1.2 Members of the Administrative and Technical Staff
This category consists of persons assigned to administrative and technical duties in the mission by the sending state. They have the function of supporting essential activities of diplomatic agents. This category includes certain secretaries, clerical personnel, office managers, interpreters, financial and communications personnel, as well as information technology experts. Members of the administrative and technical staff enjoy privileges and immunities which in some respects are less than those enjoyed by diplomatic agents.
Regarding the immunity from criminal jurisdiction, they enjoy privileges and immunities identical to those of diplomatic agents. However, they enjoy immunity from civil jurisdiction only in connection with the performance of their duties. The Ministry for Foreign Affairs of Finland expects that, as a rule, persons of this category possess an official service passport issued by the sending State. The assignment of the administrative and technical staff of the missions shall be temporary which differs from the employment of locally employed staff members of the missions (please note also sections 1.1.4 and 1.13)
1.1.3 Members of the Service Staff
Members of the service staff are persons in the domestic service of the mission. They perform support tasks such as security, driving, cooking, cleaning, gardening or grounds maintenance.
These persons are afforded significantly less in the way of privileges and immunities than are those in the other categories. Members of the service staff of missions enjoy immunity from the jurisdiction of Finland only in connection with the performance of their duties. The assignment of the members of the service staff of missions shall be temporary by nature which differs from the employment of locally employed staff members of missions (please note also sections 1.1.4 and 1.13)
1.1.4 Locally employed Staff
Locally employed staff refers to other staff members who are, as a rule, permanently resident in the receiving State at the moment of employment. Staff members who are assigned to duty directly from the sending state are considered to be on a temporary assignment as administrative/technical staff or service staff.
